Rufus Smith (President)

Rufus Smith Jr. is a lifelong resident of Newnan, Georgia.  He is a devoted family man who is married to his wife and best friend, Torrice Smith. They have been married for 35 years and share three children, Ryan, Morgan, and Lauran. 

Rufus’s roots are planted in the City of Newnan as his family maintains long-term residency here.  He graduated from Newnan High School in 1977 and is a “Newnanite”, in the best sense of the word. Attorney Smith completed his law degree at Mercer University School of Law, class of 1986. Since that time, he has dedicated his life to serving the community through the practice of law. Attorney Smith also currently serves as a Municipal Court Judge for the City of Newnan and is the first African American person to earn this title.  Outside of the courtroom, Judge Smith is a member of numerous professional and civic organizations, including the Georgia Trial Lawyer Association, Georgia Association of Criminal Defense Lawyers, Georgia Association of Judges, NAACP, and others.  Rufus is passionate about serving others, especially those in the community in which he grew up. He attends various community outreach events, town hall meetings, speaks to local elementary schools, and dedicates extra time to those in need. As a member of Alpha Phi Alpha Fraternity, Inc., Judge Smith has fostered service to mankind through various community activities. Judge Smith was initiated on the campus of Albany State University in 1979.  He is currently a member of Alpha Phi Alpha Fraternity, Inc. Theta Nu Lambda Chapter, seated in LaGrange, Georgia.  Through this organization, he can create and maintain lifelong connections, establish more networking connections, and utilize other resources that are beneficial to those with whom he daily interacts. Rufus desires to give back when possible and seeks to allocate his talents, skills, and resources to reach those who may or may not call upon him for help.

Darryl Hicks, Sr. (Treasurer)

Darryl A. Hicks joined MassMutual Financial Group, under the Capstone Agency in October 2013.  Darryl worked for Morgan Stanley for almost 3 years before building on a distinguished career in both public service and the private sector. In 2010, he ran for Labor Commissioner for the state of Georgia, attracting over 1 million votes in the general elections. Prior to the election, he served as the chief of staff to the chairman of the Fulton County Board of Commissioners, the largest county in Georgia. Mr. Hicks also spent more than 20 years on the management team of AGL Resources, the parent company of Atlanta Gas Light Company.

 Mr. Hicks currently on the board of the Fayette County Development Authority (chair), Fayette County Board of Elections (chair), Griffin Judicial Circuit Superior Court Drug Divergent Program.  He was recently appointed by Governor Brian Kemp to the Georgia Board of Used Motor Vehicle Dealers. He is the most recent past chair of the board of directors of Atlanta Habitat for Humanity and a trustee of Young Harris College.  He is a member of Alpha Phi Alpha Fraternity. Previously, Hicks served on the Atlanta Metropolitan College Foundation, where he served five years as its chairman, advisory council of Habitat for Humanity of Atlanta, the boards of Atlanta-based Mutual Savings Credit Union, Big Brothers Big Sisters of Atlanta, Center for the Visually Impaired of Atlanta, and the Butler Street YMCA. He also was a member of the Atlanta Junior League Advisory Committee and chaired the South Metro March of Dimes annual drive. President George W. Bush honored Darryl as the “Outstanding Volunteer of Georgia” in 2002.

In 2003, Hicks earned an M.B.A. in executive management from Georgia State University’s J. Mack Robinson College of Business—while working full time at AGL Resources. The school honored him with the Brook’s Community Award for his exemplary record in the field of community service and business ethics. He also holds a Bachelor of Science degree in accounting from Morris Brown College in Atlanta, Georgia. He has earned his FINRA series 7, 66, and 31 licenses, as well as licenses to sell Life Insurance, Accident & Sickness Insurance, and Variable Annuity products.  He also has a Property and Casualty license. 

He and his wife Shirelle have three children and lives in Fayetteville, GA.

Earl Hines (Secretary)

Earl Hines is a native of Greenville, NC and has been a resident of Fayette County for over 14 years.  He is a member of Flat Rock AME Church where he serves of the Board of Trustees and as President of the Men’s Ministry.  He is also a member of the North Carolina Central University Alumni Association, the Fayette County NAACP, the Fayette County Democrats and serves as the President of Alpha Phi Alpha Fraternity, Inc., Sigma Omicron Lambda Chapter.

Earl is married to Denise Williams Hines with whom he shares 7 children and two granddaughters.  In his spare time, Earl enjoys attending his kids’ volleyball, basketball, and baseball games.  He is an enthusiastic golfer and enjoys reading.

Earl is a realtor with Keller Williams Realty Atlanta Partners in Peachtree City.

Dr. Marcus L. Broadhead

Dr. Marcus L. Broadhead has been an educator for over 20 years. Having started his career as an English teacher in Long Island, New York, he has had the privilege to work with students from the seventh grade through college prior to going into educational administration.  

Dr. Broadhead attended Hofstra University in NY where he obtained his bachelor’s degree in English and Master’s in Education. He then furthered his education by adding Ed. Leadership to his master’s degree through The University of West GA and then received his Specialist and Doctoral degrees in Educational leadership from Argosy University. 

He currently serves as a principal in Fayette County Schools. When he is not performing his primary responsibilities as Principal, Dr. Broadhead volunteers his time to speak on various educational topics for educators as well as speak to youth on making positive choices, goal setting, and facing obstacles. Dr. Broadhead’s dedication to making a difference has manifested itself through the nonprofit organizations of which he Co-Founded. He developed Gaining Essential Networking Tools for Success (GENTS) which is run out of New York City, Chief Mentoring for McIntosh High School, and Shaping Him into Future Talent (SHIFT) which currently serves Fayette County High School. 

For Dr. Broadhead, being an educator encompasses more than a title but holds the weight of the responsibility to truly educate and be a resource to all with whom he comes in contact.

Michael Winfield

Michael Winfield is a native of Memphis, Tennessee, and has been a resident of Fayette County for over 10 years.  He is a member of the Tuskegee University Alumni Association and currently serves as the President of Alpha Phi Alpha Fraternity, Inc., Theta Nu Lambda Chapter.

 Michael earned a Bachelor’s in Mechanical Engineering from Tuskegee University, an M.B.A. from Aurora University, and a second Master’s in Engineering Management from Wayne State University. He is certified 6 Sigma Black Belt and currently works as Product and Applications Engineering Manager.

 Michael is married to Elizabeth Williams Winfield with whom he shares 2 children. In his spare time, Michael enjoys coaching Youth Recreation League Basketball, attending his son’s high school and travel basketball games, and exercising.  He also thoroughly enjoys watching and attending High School, College, and Professional Football and Basketball games.

Chad Smith

Chad Smith grew up in Newnan, GA and graduated with a B.S. in Accounting from Oglethorpe University. Educational excellence has always been important to him, but being involved in his community has always been paramount. After gaining valuable experience in audit and tax preparation, he wanted to use the knowledge that he gained to help people make better financial decisions. He became a financial advisor with Edward Jones. When he is not help families and businesses plan for their financial goal, he is volunteering throughout the community including serving on the Board of Trustees at Oglethorpe University, Board of Trustees for the Newnan-Coweta Boys and Girls Club, Board Member of Bonafide Riders Cycling Club, mentoring at Ruth Hill Elementary, and various other organizations. He is a proud brother of Alpha Phi Alpha Fraternity, Incorporated.

Charles Rousseau

Charles Rousseau is the District 4 County Commissioner for Fayette County GA.  Commissioner Rousseau serves as a Trustee on ACCG’s Defined Contributions and Benefits Board. He is the treasurer for the Georgia Association of Black County Officials (GABCO) and is a member of the National Association of County Officials (NACo) that advocates for federal policy initiatives and funding resources to augment county expenditures.

Commissioner Rousseau has instituted a number of county-wide initiatives on economic development and future land use needs to foster enhanced collaboration between the county and its municipal partners on annexation and long-range planning; leading efforts to encourage county leaders and nonprofit agencies to take part in a statewide panel discussion to coordinate efforts and resources to combat and better understand the opioid crisis devastating families and communities.

The proud recipient of the 2018 President's "Preeminent Award" for the government from his Alma mater, Rousseau was recognized as "Alumni of the Year" by the United Negro College Fund (UNCF) and was presented the "Pinnacle Award" from the Fortitude Educational and Cultural Development Center of Delta Sigma Theta Sorority, Inc.

Commissioner Rousseau is no stranger to government. His professional experience includes:

  • Chief Operating Officer, Arnold Schwarzenegger's Atlanta Chapter of the Inner-City Games

  • Chief Operating Officer, Enrichment Services Program, a regional program servicing six Georgia counties

  • Assistant Director/Recreation, Fulton County Department of Parks & Recreation

  • Assistant Director/Design & Development, Fulton County Department of Parks & Recreation

  • Assistant Director/Administration, Fulton County Department of General Services

  • Administrative Assistant to Vice-Chair of Fulton County Board of Commissioners

  • Area Manager of Citizens Advocacy Program, Fulton County Government

  • Deputy District Director to Los Angeles City Council Member

Commissioner Rousseau and his wife of 34 years, Cheryl K. Rousseau, are proud residents of Fayette County for over 22 years and look forward to continued service as a voice, advocate, and servant leader.
